CERCLA Removal Action

  CERCLA

McKinzie Environmental personnel conducted a CERCLA Removal Action under contract with the U.S. Army Corps of Engineers, in coordination with the U.S. Environmental Protection Agency. Solid and hazardous wastes had been abandoned by a lithography operation housed in a seven-floor building. The building had been used for decommissioning PCB transformers and capacitors in the late 1980s and was significantly contaminated with PCBs. McKinzie was directed to remove all wastes from the building, including:

  • Flammable Liquids;
  • Corrosives;
  • Toxics (including PCB contaminated materials);
  • Waste ink;
  • Water-based coatings from printing operations;
  • Univerdal wastes (batteries, CRT monitors/white goods);
  • Printing Machinery; and
  • Furniture and debris

McKinzie developed a project workplan, health and safety plan and quality assurance project plan, inventoried all containers in the building, to assess quantities of waste present and establish controls. McKinzie solicited disposal pricing from contractors to expedite waste profiling and disposal approval. Waste was transferred to the 1st floor for staging. Due to a non-serviceable elevator, McKinzie staff installed a winch system and lowered containers in nylon-reinforced polypropylene bags, through a trash chute that extended from the 1st to the 7th floor. 359 containers were determined to be hazardous or special waste and shipped off-site for disposal, along with 20 roll-off containers of solid waste (paper, debris, and machinery).
